Synopsis

The international community met in Istanbul, Turkey, on 9–13 May 2011 to forge a ten-year programme of action for the 48 least developed countries (LDCs). This will be the fourth such programme in as many decades. Only three countries have ever graduated out of LDC status and economic and social deprivation remains pervasive. This issue of Commonwealth Trade Hot Topics explores what would it take for a new Programme of Action to deliver where previous programmes have failed.
